The issue was cause by a unusual amount of jobs submitted in a short period of time. The transcoding service is chewing them fast and the service should recover soon.

Investigating
The Shotgun Transcoding service is currently degraded. Only clients still using an old version of the Shotgun Python API are affected. Users may experience longer than usual transcode times.
